About the “Private Sector Development Programme” (PSDP)

The “Private Sector Development Programme“ is part of the overarching cluster „Sustainable Economic Development for Employment”. The program currently includes within GIZ the three projects Agricultural Innovation Project (AIP), Promotion of SMEs (PSME) website: https://www.psmeegypt.org and Promotion of Access to Finance for SMEs (PAFSME) website: https://www.giz.de/en/worldwide/43438.html

and will further grow in the coming years. Projects of the program mainly target the growth of the private sector und thus the promotion of job creation.

 

Background:

In order to contribute to sustainable economic development for employment, several approaches are undertaken. For this specific job, the approach is to partner with large corporations and work together to identify the main points within their value chain that startups and SMEs can resolve. The aim of this approach is to include startups and SMEs in the value chain of larger corporates as partners, suppliers, clients…etc. Once a win-win partnership framework has been designed and established, the advisor works with the startups or SMEs to enhance their capacities to reach the expectation or standards required by the corporation to remain in their value chain sustainably. Examples in Egypt included working with a leading food producer on a packaging supplier development program, other projects in the pipeline are around corporates partnering with startups and SMEs as distribution partners.

Other than the above-mentioned pipeline of projects, this job scope includes but is not exclusive to working closely with "develoPPP " team in GIZ headquarters on local project implementation. The develoPPP program is a global program funded by the German Federal Ministry for Economic Cooperation and Development. Advisor for Public-Private Partnerships

A. Responsibilities

The Advisor is responsible for:

  • managing the current cooperation agreements with the partner corporates.
  • monitoring the quality of implementation with sustainability in mind to empower the partner organizations to be able to run the projects on their own from the beginning.
  • preparing and implementing new corporate cooperation agreements in alignment with other GIZ projects.

 

The Advisor performs the following tasks:

B. Tasks

1. Partnerships management

The Advisor

  • establishes and maintains contacts with corporates in Egypt that are interested in cooperating with the program in public-private partnerships;
  • establishes and maintains contacts with all other relevant stakeholders;
  • collects and disseminates program experiences with other GIZ projects;

 

2. Preparation of Development Partnership Projects

The Advisor

  • facilitates the process of investigating the needs of the private sector;
  • participates in the formulation of action plans to implement cooperation projects and facilitates synchronization between the planning and budgeting system;;
  • updates and coordinates planning on an ongoing basis with its counterparts;
  • is responsible for the preparation, execution and documentation of cooperation projects;​​​​​​​

 

3. Projects Management

The Advisor

  • coordinates, supervises and contributes to the implementation of projects activities;
  • monitors and evaluates the achievement of related program indicators;
  • coordinates reporting on the progress of the projects;
  • ensures communication and public relations towards companies;

 

4. Other duties/additional tasks

The Advisor

  • performs other duties and tasks at the request of management

 

C. Required qualifications, competences and experience

Qualifications

  • University degree in business administration,economics are preferred but other backgrounds are encouraged to apply based on their working experiences.

Professional experience

  • At least 7 years' professional experience in a similar position. 
  • Experience in development cooperation organizations.
  • Experience in project management.
  • Experience in cooperation with or working in the private sector.

 Other knowledge, additional competences

  • Excellent written and oral knowledge of Arabic and English.
  • Excellent communication skills and the ability to deal with various partners involving government, private sector and civil society organizations.
  • Excellent advisory and problem-solving skills and innovative thinking.
  • Willingness to up-skill as required by the tasks to be performed.
  • Very good working knowledge of ICT technologies (relevant software, emails, internet) and computer applications especially MS Office. (Word, Excel, PowerPoints and Outlook)
