About the “Cluster PSD”

The GIZ Egypt Cluster for Private Sector Development (PSD) aims to improve the framework conditions and the financing environment to enable the private sector to grow and create jobs. The PSD Cluster currently includes the following five projects: Agricultural Innovation Project (AIP), Promotion of Small and Medium Enterprises (PSME), Promotion of Access to Financial Services for Small and Medium Enterprises (PAFSME), Job Partnership and SME Promotion (JP-SME) and Private Sector Innovation (PSI). The Cluster actively engages with the business community in Egypt and in Europe, with regards to development cooperation in the area of income and jobs promotion.


In order to contribute to sustainable economic development for private sector growth and employment, several approaches are undertaken actively engage and cooperate with the business community. One such approach is to leverage private sector expertise and resources through the develoPPP program. The PSD works closely with this global programme in order to foster the involvement of the private sector in areas where business opportunities and development policy initiatives overlap. To this end, develoPPP offers financial and technical support for companies that want to do business or have already begun operating in developing and emerging-market countries with the objective of supporting training and employment. A. Responsibilities

The Development Partnerships with the Private Sector Advisor is responsible for:

  • acquiring and designing new business/corporate partnerships in alignment with GIZ project portfolio, particularly through the DeveloPPP programme
  • managing together with the develoPPP Project Manager in Germany and the appointed coordinators for the current cooperation agreements and the Development Partnerships with the Private Sector (DPPs) implementation agreements with the partner corporates
  • monitoring the quality of implementation with sustainability and a clear exit strategy in mind to empower the partner organisations/corporates to run the projects on their own from the onset
  • advising all projects in Egypt on request about DPPs and integrated DPPs


The Development Partnerships with the Private Sector Advisor performs the following tasks:


B. Tasks

1. Partnerships management

The Development Partnerships with the Private Sector Advisor

  • establishes and maintains contacts with corporates in Egypt and in Europe that are interested in cooperating with GIZ
  • generates ideas and initiates meetings for potential company partnerships for all projects across the GIZ Private Sector Development cluster (PSD)
  • establishes and maintains contacts with all other relevant stakeholders
  • collects and disseminates experiences and best practises of working with company partners with other GIZ projects
  • maintains a database of private sector engagement across the cluster
  • coordinates cluster wide approach and communications towards companies
  • supports in GIZ wide alignment on private sector cooperation


2. Preparation of Development Partnership Projects

The Development Partnerships with the Private Sector Advisor

  • facilitates the process of investigating the needs of the private sector
  • gives advice to private partners and coordinates the formulation of concepts, action plans and budgets to implement DeveloPPP projects and facilitates synchronization between the planning and budgeting system in close consultation with the DeveloPPP Unit with GIZ Germany
  • updates pipeline and coordinates planning on an ongoing basis with its counterparts


3. Projects Management

The Development Partnerships with the Private Sector Advisor

  • contributes to the implementation and monitoring of projects activities’ together with relevant GIZ projects according to an agreement documented in separate TOR
  • supports progress reporting
  • ensures communication and public relations towards companies
  • informs the develoPPP Project Manager in Germany at regular Jour Fixes about the developments in the different develoPPP DPPs


4. Other duties/additional tasks

The Development Partnerships with the Private Sector Advisor

  • gives advice to other projects in Egypt about DPPs and integrated DPPs
  • performs other duties and tasks at the request of management


C. Required qualifications, competences and experience


  • University degree in business administration, economics are preferred but other backgrounds are encouraged to apply based on their working experiences.
  • Holding a post graduate degree in business (ex. MBA) and/or project management is an asset.

Professional experience

  • At least 5-7 years' professional experience in a similar position, within which a 5 years’ experience in cooperation with or working in the private sector is an added value.
  • Experience in development cooperation organisations.
  • Experience in project management.

Other knowledge, additional competences

  • Excellent knowledge in both written and spoken of English and Arabic languages, working knowledge of German is an asset.
  • Excellent communication skills and the ability to deal with various partners involving government, private sector, and civil society organisations.
  • Excellent advisory and problem-solving skills and innovative thinking.
  • Excellent knowledge of ICT technologies (relevant software, emails, internet) and computer applications especially MS Office. (Word, Excel, PowerPoints, and Outlook)
  • A strong capacity for effective teamwork, high degree of flexibility, ability to work under pressure.
  • Excellent organisational and interpersonal skills.
  • Detail oriented.
  • Integrity and Commitment to adhere to rules.
  • Good presentation skills.
  • Excellent report writing skills.
  • Willingness to up-skill as required by the tasks to be performed - corresponding measures are agreed with management.
