"Towards a Holistic Approach to Labour Migration Governance and Labour Mobility in North Africa" (THAMM) is a regional programme that aims at promoting mobility and regular migration from Egypt, Morocco and Tunisia with Europe, particularly Germany. It enables labour migration partner institutions to design mobility and regular migration pathways that are tailored to the needs and development of labour markets in countries of origin and destination.

The programme is financed by the European Union (EU) and the German Federal Ministry of Economic Cooperation and Development (BMZ), and is jointly implemented by the International Labour Organisation (ILO), the International Organisation for Migration (IOM) and the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH (until mid-2022) in Morocco, Tunisia and Egypt.

One part of the programme works together with partner institutions in Egypt to pilot labour migration routes for the placement of skilled workers into jobs in Germany and providing apprenticeship opportunities there.

Another part of the programme works towards strengthening institutional capacities of local partners in the field of labour migration governance. This includes capacity development measures targeted at partners (1) managing migration routes (2) using instruments to identify, analyze and promote sectors of employment for labour mobility, and (3) increasing the knowledge about the recognition of qualifications process for the German labour market.

Those workstreams run in parallel to incorporating lessons learned from the various programme activities into regional and national exchange formats.

The Junior Advisor, for which this position is announced, shall be working across the workstreams of the programme and is expected to provide support to the implementation of the piloting of the mobility scheme.

Junior Advisor – Communication and M&E for Migration

Reports to:

Head of Migration Unit




 A.     Responsibilities

The Junior Advisor is responsible for

  • carrying out communication tasks of the project, including developing a national communication & visibility strategy for THAMM (based on the overall C&V Plan), communication material, drafting reports, writing press releases and conducting PR activities in alignment with the project’s visual identity
  • monitoring and documenting the project’s activities on a regular basis 
  • supporting all activities related to the implementation of the labour mobility scheme as per team agreements and/or agreements with the line manager
  • overseeing the organization of the project’s meetings, workshops and events in coordination with the project’s advisors
  • supporting budget control activities, including reporting of spending and budgetary updates upon request
  • developing and maintaining a knowledge management system for the project


The Junior Advisor performs the following tasks:

B.     Tasks

1.      Communication

The Junior Advisor

  • assists in developing and improving communication material based on the project’s visual identity while assuring its quality (e.g. brochures, factsheets, PPTs, newsletters, information sheets, etc...)
  • communicates regularly with colleagues in GIZ HQ on the progress of the project’s activities 
  • assists in dealing with the design, preparation and implementation of workshops, seminars and other events of the project
  • draws up reports and presentation documents
  • translates documents from and to English, Arabic and French, as needed


2.      Monitoring and Evaluation (M&E)

The Junior Advisor

  • monitors and collects project activity results in line with project indicators and milestones
  • assists in providing technical advice based on the monitoring and evaluation of project activities
  • supports in preparing progress and completion reports, and following up on the reporting process of all activities relating to the project


3.      Knowledge management

The Junior Advisor

  • ensures knowledge transfer to project information
  • supports in developing ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
  • prepares appropriate input for various project reports including annual reports, and contributes to the other reports required by the project manager and GIZ Head Office
  • assists with research activities which benefit joint programmes
  • ensures knowledge management, including collecting, processing, organizing, storing and distributing relevant information, monitoring communication, and keeping records of meetings and follow ups while contributing to the development of a knowledge management system
  • maintains good and structured documentation of all relevant activities and interventions and ensures documents are regularly updated on the knowledge-sharing platform of the project
  • compiles and advises on lessons learnt for the design of activities for the project


4.      Coordination tasks

The Junior Advisor

  • assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
  • coordinates relevant project activities at local level in consultation with the manager and in cooperation with the partners, both regarding implementation and preparing organisational aspects
  • compiles the relevant information for joint activities and assignments
  • helps identify relevant national consultants and/or service providers, drafts ToRs and assists the steering of assigned consultants and short-term experts
  • supports the preparation of cost estimates for activities pertinent to the implementation and delivery of activities for the project
  • coordinates regularly with colleagues in GIZ HQ, GIZ Morocco and GIZ Tunisia
  • supports synergizing and coordinating activities with other GIZ Egypt projects for the benefit of the project and the cluster as a whole in matters relating to migration 


5.      Other duties/additional tasks

The Junior Advisor

  • performs other duties and tasks at the request of management


C.     Required qualifications, competences and experience


  • University degree in, business administration, communication, marketing, public administration, political science, social sciences, (international) development/relations, or related field


Professional experience

  • Initial experience (internship or similar) in communication or monitoring and evaluation related jobs is an asset.
  • Mastery of monitoring, reporting and communication tools.
  • Excellent skills in writing both English and Arabic.
  • Very good knowledge of digital tools/software relevant to position requirements.


Other knowledge, additional competences

  • Knowledge about the Egyptian labour market, TVET system and migration matters is an asset
  • Previous experience working in public or international institutions is an asset
  • Excellent working knowledge of ICT and computer applications.
  • Fluent written and oral proficiency in Arabic and English; good working knowledge of French.
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
  • Availability for business travel inside Egypt as well as internationally
  • Very good communication skills and team spirit, very good with numbers
  • Eagerness to learn
  • Capacity to liaise easily in a multicultural and multilingual environment
