About the “Employment Promotion Project” (EPP II)

The GIZ’s Employment Promotion Project (EPP II) is part of the larger Focal Area “Sustainable Economic Development for Employment” and has the objective that: technical and vocational educationstudents and unemployed youth are better prepared for the demands of the labour market. The project builds on the experiences and successes of EPP I (2011-2015). The foreseen term of the project is 3 years (from January 2016 to December 2018). EPP II operates nationwide.

EPP II aims at improving the preparation of Egyptian technical and vocational education students and unemployed young people for the labour market through engaging in four major components:

In Component 1, “Evidence-based Policy-making”, the programme advises the Ministry for Education (MoE) especially the Technical Education Sector on planning evidence-based technical and vocational education and training and labour market policies and develop capacities in selected departments. Component 2, “Regional Labour Market Information and Active Labour Market Programs Implementation” focuses on the generation and usage of regional Labour Market Information (LMI) to develop and implement active labor market programs (ALMPs). Based on the findings of the labour market studies evidence-based interventions to promote employment and tackle local employment challenges will be identified, developed and implemented. Component 3, “Transition to Employment”, institutionalises advisory and information services for youth in the field of career guidance, entrepreneurship education and placement services. Component 4, “Image of TVET”, aims at countering cultural and social prejudices against TVET by implementing skills and school competitions and publicizing success stories.

This job vacancy aims for candidates interested in providing support related to entrepreneurship education and placement services for EPP based in Cairo (office location is Downtown) and regularly visiting other governorates (up to 50% of the working time involves travelling).

Field Assistant (Component 3) (

A.  Responsibilities:

The Field Assistant is responsible for

  • helping to collect and enter data, using PCs (surveys, observation);
  • organising events and ensure the availability of resources (materials, equipment, rooms, catering, means of transportation, support staff etc.)


The Field Assistant performs the following tasks:

B.  Tasks:

1.  Communication with partners and event organisation

The Field Assistant

  • conducts regular field visits (day trips) to facilitate the communication with partners in the projects target governorates (currently Qalyubeya, Gharbeya, Aswan) and to support local activities
  • helps organising events and document meetings, workshops and seminars, trainings and fairs
  • sends invitations, gets confirmations and prepares attendance sheets
  • supports travel arrangements (e.g. rooming list for accommodation of partners, calculation of lump sums or following-up on the weekly transportation schedule)
  • handles advances and payments especially in the field in close cooperation with the project administration/accounting at the project office, i.e. for transportation of participants, purchase of materials, accommodation, support services or catering
  • keeps an up to date inventory of all stationary, equipment assigned to the component and also reports furnishing and equipment needs (or damages) in the project partner’s employment units and schools
  • organizes the weekly transportation schedule for the project team


2.  Prepare, carry out and post process data collection and filing

The Field Assistant

  • enters beneficiaries data on an excel database and regularly reviews and updates the database
  • helps documenting the component work by collecting and compiling documents, taking photos and maintaining reference files
  • takes care of archiving pictures and videos, which are relevant for the component
  • helps create and maintain an electronic follow-up system of the component’s financial settlements, correspondences, and inventory sheets


3. Coordination with project administration

The Field Assistant

  • delivers signed attendance lists, vouchers and documentation to the project administration and instantly settles his advance payments
  • follows up on purchase orders for partners, counts and checks items, informs about and hands over materials or equipment and collects signed records of surrender


4.  Other duties/additional tasks

The Field Assistant

  • acts with tact and diplomacy towards all project partners (students, teachers or senior officers)
  • performs other duties and tasks at the request of management


C.  Required qualifications, competences and experience:

Qualifications

  • A university degree (bachelor).


Professional experience

  • At least 1-3 years’ professional experience in a comparable position


Other knowledge, additional competences

  • Excellent ICT skills (related software, phone, fax, email, the internet) and computer applications (MS Office, Excel, internet)
  • Good written and verbal knowledge of the English language. Excellent Arabic language.
  • Excellent communication and organizational skills and ability to work under pressure.
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
  • Willingness to travel inside Egypt
