About the “Egyptian-German Joint Committee for Renewable Energy, Energy Efficiency and Environmental Protection (JCEE)”

The Egyptian-German Joint Committee for Renewable Energy, Energy Efficiency and Environmental Protection – JCEE – is providing a platform for a cross-sectoral policy dialogue in the thematic focal areas Renewable Energy, Energy Efficiency, Institutional Transformation, Awareness and Climate Change. The committee works with a diversity of stakeholders in Egypt, most of them being ministries or other governmental bodies, e.g. the Egyptian Electric Utility and Consumer Protection Regulatory Agency (EgyptERA), the Ministry for Electricity and Renewable Energy (MoERE), the New and Renewable Energy Authority (NREA) and the Egyptian Environmental Affairs Agency (EEAA).

JCEE aims to strengthen its partner institutions via comprehensive capacity development measures, educational initiatives, and technology transfer while also providing comprehensive policy advice. One of its tasks herein is to support our partners in the development of advanced climate change expertise and knowledge.

A.  Responsibilities:

The Junior Advisor provides support for

  • the team leader and other experts for whom the junior consultant/project desk officer performs technical tasks
  • coordinating project activities
  • carrying out specific research tasks which are required for planning the implementation of projects or programmes
  • carrying out specific tasks in connection with knowledge management for the project/programme
  • the team leader in carrying out project activities

 

The Junior Advisor performs:

B.  Tasks:

1.   Coordination and monitoring

The Junior Advisor

  • puts together an overview of project/programme activities, deadlines etc. and presents this regularly at team meetings
  • supports project monitoring and updates information on project progress, documents and reports regularly on the status of results
  • draws up media analyses, participates in fora and public hearings on issues directly connected with the programme
  • assists with planning, coordinating and documenting meetings, workshops, seminars and other project activities with a focus on technical aspects
  • assists with PR work for the project/programme
  • assists short-term experts assigned to projects/programmes in completing their tasks
  • follows up on work streams related to counterparts and handling logistics related to activities performed for counterparts as directed by supervisor or team leader
  • prepares meetings of the Egyptian-German Joint Committee for Renewable Energy and Energy Efficiency, JCEE (High Level Joint Committee meetings and other thematic focal point (TFA) meetings with the different JCEE stakeholders)

 

2.  Research

The Junior Advisor

  • in consultation with the manager or expert, prepares and carries out qualitative research and support projects (developing survey instruments, field trials, training field staff, organisational preparation in the field, collecting and analysing data)

 

3.  Knowledge management

The Junior Advisor

  • assists in drawing up reports and translations
  • establishes a project database
  • assists in communicating, updating and collecting information on JCEE’s progress
  • assembles data on JCEE’s relevant fields of interventions and the related activities for the JCEE Monitoring System. organises and updates project/programme documentation, the filing systems and the programme library

 

4.  Implementation of project activities

The Junior Advisor

  • coordinates the activities of intervention the areas “citizen participation and awareness” and “decentralized Renewable Energy / Energy Efficiency (RE / EE) ” in coordination with the Egyptian Electricity Regulatory Authority and the Energy Efficiency Unit
  • assists the partners in the development of their Operation Plans related to the intervention area “citizen participation and awareness” and “decentralized RE / EE”
  • documents the meetings related to the intervention areas “citizen participation and awareness” and “decentralized RE / EE”
  • coordinates all related activities / tasks of the awareness campaigns for kids that are currently under development
  • supervises logistical and organizational issues related to workshops / conferences and training related to the intervention area “citizen participation and awareness” and “decentralized RE / EE”
  • updates the project website content including the latest status of the JCEE activities

 

5.  Other duties/additional tasks

The Junior Advisor

  • performs other duties and tasks at the request of management


C.  Required qualifications, competences and experience:

Qualifications

  • University degree in social sciences (preferably with specialisation in civil society / public participation issues), public relations or mass communication; or similar experience/education
  • Familiarity with development cooperation
  • Proficiency in both spoken and written English and Arabic


Professional experience

  • At least one year experience (internship, first other job experience or similar) in the field of media and PR.


Other knowledge, additional competences

  • A strong interest in energy issues is a requirement
  • Good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office, Access or other database programme)
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
