About the Technical Support for the Comprehensive Technical Education Initiative with Egypt (TCTI)  

During the 2018 government negotiations between Egypt and Germany, the Egyptian Ministry of Education and Technical Education (MoETE) and the German Federal Ministry for Economic Cooperation and Development (BMZ) have signed an official letter of intent which stipulates a long-term commitment by BMZ to support the MoETE’s ongoing reform efforts, known as Technical Education Reform 2.0.

The agreement covers 4 main areas which were identified as crucial for a sustainable comprehensive development of the TE sector in Egypt: 

  1. Establishment of a Central Quality Unit to enhance quality management within the MoETE (CEQAT)
  2. Establishment of a National Accreditation System for TVET institutions and programmes (ETQAAN)
  3. Establishment of a Technical and Vocational Education Teachers Academy (TVETA), with regional branches within centres of excellence
  4. Systematic integration of the private sector into the system of technical education

TCTI has been designed in line with this agreement aiming at supporting the reform of the Egyptian technical education with a focus on dual education. It supports the enhancement of quality as well as the accreditation system for technical education institutions and programs while supporting the sustainable capacity development of technical education personnel. TCTI also aims at ensuring the systemic and systematic integration of the private sector in technical education, which includes the upgrade of the assessment system to integrate private sector, enhancing quality of in-company training and establishment of centers of excellence through the sister project „Employment Promotion Project.“

A. Responsibilities

The Administrative Specialist is responsible for:

  • supporting the Head of Project in operational aspects of all internal and external issues related to the project
  • maintaining a good flow of communication and information between all involved institutions and counterparts and GIZ, particularly Headquarters and Country Office
  • ensuring that the project office runs smoothly and logistics of the tasks of the Head of Project are well organized (HR recruitment process, procurement and the events management)
  • participating in ensuring the project optimization of processes and monitoring of internal synergies for greater efficiency   
  • contributing to the knowledge management process in the project

 

The Administrative Specialist performs the following tasks:

B. Tasks

1. Coordination

The Administrative Specialist

  • coordinates and assists in preparing and conducting stakeholder meetings and carries out other activities required for the implementation or follow-up of the agreed measures
  • assists the Head of Project with all organisational and management issues, including the development and follow-up of internal management guidelines and agreements
  • organises meetings, workshops and events on behalf of the Head of Project and in coordination with other components of the project.
  • screens minutes of meetings against decisions and matters that require follow up and sets reminders
  • coordinates the use of rooms and transport capacities in accordance with the agreement on the use of project facilities
  • regularly consults with the Head of Project and head of components on all project activities and more specifically the recruitment, procurement and event management processes
  • supports in formulating project action plans and helps synchronise the planning and budgeting system with counterparts in her/his scope of work

 

2. Communication and networking

The Administrative Specialist

  • maintains professional relations with all project components and the Cluster Coordinator of the Technical Education and Labor Market Cluster (TELM)
  • develops and maintains contact with all important stakeholders
  • gathers and systematically handles information
  • facilitates the communication with local and international experts
  • ensures knowledge management, collects, processes and distributes relevant information, monitors communication and interaction within the TCTI project and with the project’s partners

 

3. Other duties/additional tasks

The Administrative Specialist

  • translates from/to– English – Arabic  relevant letters and documents for the Head of Project, and/or translates simultaneously during meetings with counterparts
  • performs other duties and tasks at the request of the management

 

C. Required qualifications, competences and experience

Qualifications

  • University degree (equivalent to BA or MBA) in business administration, economics, an area that is related to the project objectives, preferable with a focus on economic sustainable development.

 

Professional experience

  • At least 3 years’ professional experience, preferably in development cooperation.

 

Other knowledge, additional competences

  • Good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office).
  • Strong managerial and organisational competence.
  • Excellent communication skills.
  • Detail oriented.
  • Very good command of English and Arabic (written and spoken), good knowledge of German language is an asset.
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
