About the Cluster “Private Sector Development” (PSD)

The GIZ Egypt Cluster for Private Sector Development comprises several projects. Within GIZ, the program currently includes the following four projects: Agricultural Innovation Project (AIP), Promotion of Access to Financial Services for Small and Medium Enterprises (PAFSME), Job Partnership and SME Promotion (JP-SME) and Private Sector Development and Innovation (PSI). Projects of the program mainly target the growth of the private sector und thus the promotion of job creation.

All projects are commissioned by the German Government, and some are partially co-financed by the European Union. These projects collaborate to create synergy effects.


About the project "Job Partnerships and SME Promotion Project” (JP-SME) part of the regional project Special Initiative for Training and Job Creation (SI Jobs)

The Special Initiative for Training and Job Creation of the Federal Ministry for Economic Cooperation and Development (BMZ) strengthens the employment-oriented growth of companies in Egypt. It is an integral part of the implementation of the Marshall Plan with Africa and the G20 pacts with Africa, as these aim to create more and better job and training opportunities through private investment and private sector engagement. The other countries participating in SI Jobs are Ethiopia, Morocco, Tunisia, Ivory Coast, Ghana, Senegal and Rwanda.

The project “Job partnerships and SME Promotion” implements the Special Initiative for Training and Job Creation (SI Jobs) in Egypt along three pillars. The first pillar, “Business and Invest” aims to initiate and implement labour and training cooperation measures with companies and work to reduce investment and trade barriers. The second pillar, “African Mittelstand”, seeks to strengthen and support Egyptian small and medium-sized enterprises. The third pillar aims to strengthen the entrepreneurial ecosystem for selected growth-oriented sectors and industrial zones in Egypt.

A. Responsibilities

The Junior Cooperation with the Private Sector Advisor supports in

  • conducting research and providing inputs to studies to support the project’s technical advisors when it comes to designing new activities and/or implementing existing ones
  • organizing project meetings, workshops, and events, in coordination with the project’s technical advisors
  • supporting M&E and knowledge management activities related to project implementation
  • providing technical advisory services to the private sector
  • supporting in building and sustaining industry partnerships that support JP-SME mandate in Egypt
  • reaching out to potential service providers/partners, establishing contacts and networks to enable and ensure quality service provision


The Junior Cooperation with the Private Sector Advisor performs the following tasks:


B. Tasks

1. General Technical Support and Advisory Services

The Junior Cooperation with the Private Sector Advisor

  • supports in drafting reports and other materials for the implementation of project activities
  • conducts desk and field research to support the project’s activities and developments
  • assists with the design, preparation and implementation of workshops, seminars and other events related to the project including preparing PowerPoint presentations
  • helps to identify relevant national consultants and/or service providers, draft Terms of Reference, and related documents, and assists the coordination and management of assigned consultants and short-term experts
  • supports in planning and designing private sector interventions to be implemented by JP-SME
  • assists in proposing and initiating new and innovative approaches and ideas to enhance the private sector engagement in the Component
  • ensures a regular networking with the stakeholders to ensure JP-SME stays up to date with trends in the Egyptian market
  • translates documents between English and Arabic, as needed 


2. Coordination and Monitoring

The Junior Cooperation with the Private Sector Advisor

  • assists in collecting project activities’ results and measuring project impact in line with project indicators and milestones, and following up on the reporting processes of all activities relating to the project
  • documents and follows up on the results of workshops, meetings, and other activities
  • supports in compiling relevant information of project’s activity fields for M&E and communication purposes in coordination with the senior M&E advisor
  • assists in monitoring and evaluating the performance of the business development services within the Component to ensure its KPIs
  • supports the Senior M&E Advisor of the project in any M&E related activities


3. Knowledge management

The Junior Cooperation with the Private Sector Advisor

  • follows-up preparing appropriate input for various project reports including annual reports and contributes to other reports required by the project
  • ensures knowledge management, including collecting, processing, organizing, storing, and distributing relevant information, monitoring communication, and keeping records of meetings and follow-ups while contributing to the development of a knowledge management system
  • maintains good and structured documentation of all relevant activities and interventions and ensures documents are regularly updated on the knowledge-sharing platform of the project in accordance with GIZ Processes and Regulations
  • assists in compiling and advising on lessons learnt for the design of activities for the project
  • assists in carrying out required research and analyses to plan and implement activities promoting private sector business development services
  • supports in knowledge transfer and regular exchange with the Manager of Component and other colleagues in the project
  • draws up reports and presentation documents
  • assists in compiling and integrating lessons learnt into the design of activities for the project


4. Other duties/additional tasks

The Junior Cooperation with the Private Sector Advisor

  • performs other duties and tasks at the request of management


C. Required qualifications, competencies, and experience


  • University degree in political science, social sciences, international development, business administration, or other relevant discipline.

Professional experience

  • 2-3 years’ experience (including internships) in similar position.
  • Previous experience in/with working in public or international development cooperation institutions is an asset.

Other knowledge, additional competencies

  • Excellent communication, editorial and organizational skills.
  • Fluent knowledge of English and Arabic (spoken and written), working knowledge of German is an asset.
  • Very good knowledge of digital tools/software relevant to position requirements.
  • Excellent working knowledge of ICT and computer applications including MS Office is a must.
  • Availability and flexibility for business travel inside Egypt.
  • Team player with excellent interpersonal skills.
  • Very good analytical skills and ability to deal effectively with numbers.
  • Results-orientation and accountability.
  • Detail-oriented.
  • Capacity to liaise easily in a multicultural and multilingual environment.
  • Willingness to upskill as required by the tasks to be performed – corresponding measures shall be agreed with management.
  • Knowledge about the Egyptian private sector and/or economy is an asset.
